The Resources is a cool feature that allows us to manage and share media: Maps, Mods(source included), Sprays, Tutorials along side the forum.
Right now there is only one main category (Team Fortress 2) focus on TF2 Sniper.
You can share anything you like by direct uploading or with an external download URL only if it's a direct download link or your online storage (SkyDrive, Drive, Mega, ...) but certainly not the one putting you on queue with a lot of ads!
