Stood behind a wall for most of the time and when he peeked out, he got an instant headshot, always.

How the hell do you get 1.1k hours before getting a vac ban. Is this a case where someone just starts cheating after investing 1k hours or does it take that long for someone to get a vac ban?

He invested hours before starting cheating. VAC bans take 2 weeks at most.
